Initiating A Bed and Breakfast Operation

If someone desires to start a “bed and breakfast” operation, it would require a Countryisde Public Health Service lodging license and food license in compliance with the ordinances which are enclosed.

Some of these operations are located in what normally would be considered a private home. Rooms are rented on a nightly basis just as a hotel or motel. Some type of food service is offered, in the morning. Countryside Public Health Service would license these operations that have one or more beds available to rent to guests. All of the provisions of the lodging regulations will apply. The food service would be licensed as a restaurant.

If the proposed operation has a capacity (persons/beds to be licensed) to serve more than 10 individuals (age 11 and up), all provisions of the rules governing the operation of food service establishments will apply. If the capacity of the food service is 10 or fewer persons, we will allow domestic-type equipment to be supplied. However, a sanitizing dish machine or 3 compartment sink with 2 drainboards must be provided for dishwashing (see enclosures).

If the breakfast consists only of coffee or other beverages and pastries purchased from another source, then the appropriate license would be a “limited food license”. For more complex menus, a “small food license” (or other license as appropriate) would be necessary.

Proper zoning for the operation of a bed and breakfast establishment must be demonstrated to us before we will consider any plan review site inspection or any other steps towards the issuance of a license other than general discussion. The proponent must also comply with the requirements of the local or State Fire Marshal (phone number 1-218-736-6461 or 1-800-657-3723) for his recommendations and acceptance.
